I would think the owner probably saved enough money on the comp premiums to easily pay the fine. What would have happened if a claim needed to be paid? How would a subro been handled by the insuror against the insured company? It seems there are only two things available to correct behavior. One is money as iinfines and the other is the loss of a persons time as in jail time. I think both would have been appropriate here. As such stories are usually reported here there is probably a lot more to this than was reported on this e newsletter.
