The problem exits because the city has multiple agencies enforcing these issues.
The Dept. of buildings, HPD, and the evironmental control Bd. are just a few. You need to be a seasoned investigator to sort through theses things.

Friend called me to see if I would write CGL for the owner of a condo that was renting it out. Condo was on the third floor of a three story building. Friend advised there was no secondary means of egress for that third floor condo. Advised friend not interested. Friend said, yeah, I don\’t blame you – that tenant would definitely \”fry\” if there were a fire on the second floor of the condo. Who in their right mind would write CGL on this death trap and why is there no secondary means of egress? Guess the condo unit owner is more interested in income than tenant life safety.

The cities are not the only places this is happening. In the suburbs people are now renting out top floors or basements to people to help pay their morgages. So much for the great housing boom! People are forced to turn their homes into multiple dwellings to help pay for morgages they could not otherwise afford. This is inflating the cost of housing. You\’ll see more trageties will occurr.
