    Penndot is mistaken. In their definition, thinking and licensing policy. with high fuel prices, many adults are buying scooters from 50 to 250ccs. These are most often used for local transportation or recreation. Their use should be actively encouraged. They save gas and parking space. While there are tiny “kids” electric or gas powered “scooters” available, PennDot’s definition should plainly differentiate between the two types. The scooters left in limbo are essentially small motorcycles. some capable of less than 40mph. The insurance companies have managed to classify them properly. By usage, and engine size. PennDot should be able to do the same.
