    This article is flawed and contains inaccurate information on ICC coverage.
    I suggest the author re-read Coverage D of the Standard Flood Insurance Policy of the National Flood Insurance Program. ICC is not limited to zone A, and ICC will apply to repetitive loss structures if all of the conditions are met as outlined in the eligibility clause of coverage D in the Standard Flood Insurance Policy of the National Flood Insurance Program. One of the conditions does require the State or community to have a cumulative, substantial damage provision or repetitive loss provision in its floodplain management law or ordinance being enforced aganist the structure.
