    This is a very badly worded article that will not mitigate losses but allow denial of claims and or a drastic reduction in payout if your suggestion is followed. The section dealing with building masonry walls outside around the homes perimeter would void virtually all A zone and V zone rated policies. The enclosure created would in effect lower the rating level of elevation. Elevation is what determines the premium on flood policies . If this was done the policyholders coverage would be gratly reduced because the Carrier would only provide coverage that the premium would pay for if properly rated. Typically the enclosure of the area “under the elevated home” reduces the elevation based rate to the level of the enclosed space’s “floor” Making it watertight also violates the requirements for venting called for in various construction guides. A retraction or clarification is called for before some poor misguided insured builds a Watertight enclosure and effectively eliminates his coverage!Any client who builds opr constructs under the first floor of a house would be well advised to discuss the ramifications with his Agent BEFORE making the change
