This is ridiculous. Missing from the story is the fact that police are present, with their lights on, which gives drivers the impression it is compulsory to pull over because they supposedly did something wrong. When resisting police orders could land you in jail, who in their right mind would take the chance?

There should be a large sign that says: “THIS IS A VOLUNTARY PAID SURVEY. YOU ARE NOT REQUIRED TO PARTICIPATE” or something like that.

Cop: May I see your driver’s license and registration please? Where you headed?
You: (Handing over documents) I do not consent to an interview.
Cop: No really, where are you headed?
You: Am I being detained or am I free to go.

Until you are arrested you need say no more than this. If you are arrested, you need to say even less.
